The center (1) has a portal shaped robust metallic chassis (2) fixed to the ground. Straps (4) are provided inside the chassis, in opposite positions and anchor a reservoir (S). The reservoir is formed of a frame that is provided with a retractable cover and a cylindrical container that is made of carbon steel, and rigidly fixed to an interior of the frame. The frame forms a lower volume that constitutes a security interstice. The cover has a hole on which a large upper end of a pipe is fixed.
