The method involves coding a quality base level (QL0) of a layer from a set of layer by prediction from a quality quantization level (QL1) of a lower layer. Quality quantization raising level of the layer are coded by prediction from another quality quantization level (QL2) of the lower layer different from the former quality quantization level of the lower layer utilized for coding of the quality base level of the layer, for a block from a group of blocks. Independent claims are also included for the following: (1) a device for coding a video scalable image generating a data flow (2) a device for decoding a video scalable image generating a data flow (3) a computer program product comprising a set of instructions for performing a video scalable image coding method.
