The device has an elastic cable (5) integrated to a panel (1) and mounted with respect to an arm (2) against a return unit for generating a thrust of the arm on the panel. The return unit is constituted by the cable. The return unit comprises a cylinder provided with respect to a body from which an end of a cable is fixed opposed to the panel. The cable is stretched for double of its free length and has a diameter such that extension of the cable produces an elastic force whose resultant generates a torque close to that resulting from the weight of a swimming pool cover.
