The device has tabs (2) arranged in cone around an axis (X), each tab includes a base (20) carried by a ring (1) and a free end. The tab is extended from a base towards the free end in a direction converging towards the axis and has an elastic mobility in a direction transversal to the former direction. The ring is open on an angular sector (S) lower than 180 degrees e.g. ranging between 45 and 90 degrees, so that a cable is inserted in the sector by movement in a median plane (P) of the sector which passes via the axis. The tab is elastically deformable in the deformation zone.
