The apparatus has positive and negative conductors (1, 2) whose potential is defined with respect to a ground conductor (13). A clock (12) provides an order signal (11) to recognize a voltage of mid-point (5). A comparator circuit provides an order signal to inject the current in the positive conductor. A regulator (7) acts on current injecting circuits (8, 9) for re-establishing a tolerable space between the potential of mid-point and the ground conductor, according to an imbalance noticed between the mid-point and the ground conductor.
