The device has a hot water temperature controller to determine overall functioning of a cooling or heating system of a dwelling based on a desired inner temperature and an outer temperature. Pipes (4-6, 8, 9, 15, 20) have valves (12, 18) authorizing circulation of hot water in different ducts based on temperature of the water at its starting and return in the device. The valves are adjusted in opening and closing at different temperatures, and receive information from thermal sensors (13, 19) that are positioned at different points of the pipes.
