The device has an inner unit i.e. nut, (3) maintained on an outer wall (1) by a connection permitting the free rotation with respect to the wall. The inner unit includes a rotating rivet seam of a small dimension. A small access orifice (12) is arranged in an inner cover (11) of the wall opposite to a hole (14) for permitting the passage of a tool i.e. screw driver (9) that is connected with the seam. A flanged socket (5) includes a shoulder (51) butted against an interior face (13) of the wall, and a housing is provided to maintain the interior unit.
