The method involves applying a mechanism for allocating transfer rates to passage signals based on result of the transfer rate allocation carried out previously on quality levels of an image of a coded video sequence, where the video sequence follows hierarchical coding conforming to scalable video coding (SVC) standard. Passage signal decoding points are defined, and useful coded data quantity is determined by the allocation mechanism. Independent claims are also included for the following: (1) a device for allocating a transfer rate to passage signals (2) a computer/microprocessor readable information storage medium comprising computer program instructions for implementing a transfer rate allocating method (3) a computer program product comprising instruction sequences for implementing the transfer rate allocating method.
