PROBLEM TO BE SOLVED: To provide a speech information processing apparatus capable of obtaining an urgency level of speech information without presetting various information on speech information and reporting the urgency level, a portable terminal, and to provide a speech information processing method.;SOLUTION: The speech information processing apparatus includes: a speech information input part for inputting speech information; an output part; a tension level detecting means for detecting a tension level that is a numeric value indicating the degree of tension on the basis of one or a plurality of speech characteristics of the speech included in the speech information; and a means for controlling the output of an urgency level, the means for obtaining an urgency level of the speech information according to the tension level and causing the output part to perform the output for reporting the urgency level of the speech information.;COPYRIGHT: (C)2009,JPO&INPIT
