PPROBLEM TO BE SOLVED: To provide a method for flood regulation and water utilization, and a rainwater storage facility used for the method capable of sufficiently demonstrating the water utilization capacity to a typhoon to cause a disaster and any sudden concentrated torrential rainfall, and efficiently discharging water according to the meteorological characteristic at a place where a storage tank is installed, and efficiently performing the water utilization.
