PPROBLEM TO BE SOLVED: To provide a photographing device, a parking lot management system, and a data transmission method, or the like can reduce costs of a data transmission path from the photographing device such as a camera to a device such as a management server. PSOLUTION: The photographing device is installed in a predetermined position of a parking lot, and it includes a photographing means for photographing a license plate surface of a vehicle existing in a predetermined position of the parking lot, a character data converting means for identifying characters from a photographed license plate surface image and converting it into character data, a character data collating means for collating the converted character data with prestored character data, and a transmission means for transmitting collation result data indicating a collation result to external equipment.
