PROBLEM TO BE SOLVED: To provide a window-size controller controlling the window size of a communication in a radio channel of a mobile communication terminal in a mobile communication system varying the signaling speed of the radio channel.;SOLUTION: The window-size controller includes signaling-speed determining sections (126 and 312) determining the signaling speeds in the radio channels from the information of the radio channels and window-size determining sections (120 and 310) determining the window sizes of the communications from the determined signaling speeds.
