PROBLEM TO BE SOLVED: To provide a radio communication system capable of prohibiting a predetermined mobile station communication terminal from acting, without affecting normal operation.;SOLUTION: A mobile station communication terminal 100 includes communication means 110 for transmitting, on the basis of a communication procedure for normal operation, own terminal information including a terminal identifier. A command station communication terminal 200 includes storage means 210 and control means 220. The storage means 210 stores an action prohibition terminal identifier showing an identifier of a mobile station communication terminal 100 whose action is to be prohibited. The control means 220, when a terminal identifier included in own terminal information transmitted from a mobile station communication terminal 100 agrees with the action prohibition terminal identifier, transmits a prohibition response showing action prohibition to the mobile station communication terminal 100 on the basis of the communication procedure for normal operation.
