PPROBLEM TO BE SOLVED: To provide a two-pack type urethane primer composition having excellent blister resistance, peeling strength and coating workability with a low viscosity and capable of giving fine coating surface free from color irregularity, a construction method of civil engineering architecture and a civil engineering architecture structure. PSOLUTION: The two-pack type urethane primer composition comprises a polyol component (A) containing a polyether polyol (a-1) prepared by adding an alkylene oxide selected from ethylene oxide and propylene oxide to polyhydric alcohol having 3 or more hydroxides and ricinus or the derivative (a-2) and a polyisocyanate component (B) comprising polymeric diphenyl methane diisocyanate containing 50-80 wt.% 4,4'-diphenyl methane diisocyanate, wherein the number of the average hydroxides of the polyol component (A) is 3-5 and the polyol component (A) comprises (a-1) and (a-2) in the ratio (a-1)/(a-2) by weight of (1/9)-(5/5) and contains an aliphatic ester based plasticizer (a-3) having SP value of 8.5-10.0.
