PROBLEM TO BE SOLVED: To provide an emulsified type hair cosmetic composition having excellent preservation stability at low temperatures, to provide a second agent for straightening curly hair composed of the emulsified type hair cosmetic composition, to provide an agent for straightening the curly hair composed of the second agent for straightening the curly hair, and to provide a method for treating the hair using the emulsified type hair cosmetic composition.;SOLUTION: The emulsified type hair cosmetic composition is characterized by formulating at least (A) a polyoxyethylene alkyl ether phosphoric ester or a salt thereof, (B) a phosphoric ester other than the polyoxyethylene alkyl ether phosphoric ester or a salt thereof, (C) a polyethylene glycol, (D) hydrogen peroxide, and (E) water, and having a pH of 2-5.
