PPROBLEM TO BE SOLVED: To provide a content distribution storage system, for performing distributed storage of necessary replicas in the system by predicting the popularity of content before publication in relatively simple manner without taking much time on a system manager side and to provide a content evaluation value determination method, a delivery apparatus, and a delivery processing program. PSOLUTION: A content evaluation value determination method comprises a step of specifying a plurality of items of content including content after becoming available by having at least one keyword of content before becoming available, a step of determining an evaluation value of the keyword of the concerned content on the basis of an evaluation value of each specified item of content for each content; a step of calculating averaged values of the concerned keywords over the plurality of items of content for each keyword of the content at least before becoming available among the keywords of which evaluation values are determined; and a step of determining the evaluation values of the content before becoming available on the basis of the calculated averaged values of the evaluation values of the keywords.
