PPROBLEM TO BE SOLVED: To quickly and surely ensure user's safety by dynamically selecting a safe evacuation place and a safe route to the evacuation place according to the current situation. PSOLUTION: This evacuation route finding device (center device 400) includes: a database 412; a user location finding part 424 which finds user location information; a facility terminal extraction part 432 which extracts a facility terminal where a user can evacuate using the user location information and facility location information when user's danger is detected; an acceptance check part 434 which sequentially connects to the extracted facility terminal 300 to check whether the user can be accepted by a facility where the facility terminal is installed; an evacuation route finding part 438 which finds an evacuation route from a user's location to the position of the facility as the evacuation place; and an evacuation route notification part 442 which notifies the user of the found evacuation route through a notification terminal.
