PPROBLEM TO BE SOLVED: To accurately predict power demand by intelligible logic. PSOLUTION: A data incorporating part 110 incorporates the amount demanded at every fixed time, calendar data and weather forecast and stores them in an incorporated data storage part 120. An average amount demanded computing part 130 computes the average amount demanded of the same time in the past using data in the incorporated data storage part 120. A deviation computing part 140 computes deviation between the average amount demanded and the actual amount demanded.
