PPROBLEM TO BE SOLVED: To secure transparency of a transparent insulating film, and to improve photoelectric conversion efficiency of a semiconductor layer, that is, power generation efficiency of a dye-sensitized solar cell by suppressing dye adsorption to the transparent insulating film, in a dye-sensitized solar cell provided with a solar cell (R cell) formed by sequentially stacking, on a transparent electrode, a catalyst layer, a transparent insulating film, a semiconductor layer (photoelectric conversion layer) supporting a dye thereto and formed of titanium oxide or the like, and a conductive layer. PSOLUTION: Paste comprising a silica polymer, made by replacing at least some of the surface functional groups thereof with alkyl groups, and solvent removable inorganic particles is prepared, and the paste is applied and fired to form the transparent insulating film in the dye-sensitized solar cell.
