PROBLEM TO BE SOLVED: To provide a treatment liquid for forming a chromium-free insulation film on a grain-oriented electromagnetic steel sheet, which prevents a degradation of the tensile strength of the coating film and moisture resistance which remarkably occurs when the treatment liquid for forming the insulation coating film does not contain chromium, and can form the insulation film superior in properties such as the tensile strength of the coating film, moisture resistance, rust-preventive properties and a space factor, on the grain-oriented electromagnetic steel sheet.;SOLUTION: The treatment liquid includes one or more substances selected from among phosphates of Mg, Ca, Ba, Sr, Zn, Al and Mn, and colloidal silica of 0.5 to 10 mol in SiO2 terms and a titanium chelate compound of 0.01 to 4.0 mol in Ti terms each with respect to PO4 of 1 mol, which is contained in the selected phosphates.;COPYRIGHT: (C)2009,JPO&INPIT
