PPROBLEM TO BE SOLVED: To eliminate the inefficiency when monitored by a maintenance person by changing configuration data autonomously in a communication system according to a virtualization technology. PSOLUTION: An allocation resource amount monitoring part 11 periodically monitors a resource amount to each application in response to an instruction of a change determining part 13 of determining change in an allocation resource amount, and report it to the change determining part 13. The change determining part 13 receiving the report compares an allocation resource amount to each managed application stored in an allocation resource amount storing part 12 with the reported resource amount, and determines whether the resource amount is changed. When the change is determined, the change determining part 13 requests an allocation resource amount change reporting part 14 to report the change to the application. The allocation resource amount change reporting part 14 receiving the request notifies the application of the change in the allocation resource amount.
