PROBLEM TO BE SOLVED: To provide a charging and accounting apparatus capable of specifying a user of a cellular phone from which an article is ordered, in order to collect a purchase price of the article, and preparing a bill including a charge of the cellular phone and the purchase price.;SOLUTION: In the charging and accounting apparatus for receiving operation of the cellular phone and charging the price of an article to be purchased based on procedure information concerned with a procedure of article purchase, a sales information receiving means receives sales information after defining the sales of the article following the order of the article from the cellular phone, a communication information collection means collects the communication information of the cellular phone, and a bill preparation means prepares a bill to the user of the cellular phone based on the sales information received by the sales information receiving means and a charge of the cellular phone which is calculated from the communication information collected by the communication information collection means.;COPYRIGHT: (C)2009,JPO&INPIT
