PROBLEM TO BE SOLVED: To detect a specific target from an image and to track it.;SOLUTION: A target candidate detecting means 1d reads a template including a target object from a template image storage means 1c, calculates correlation between the template and a division image obtained by dividing an input image by a prescribed unit, and selects a target candidate on the basis of a result of calculation. Also, a candidate tracking means 1f searches for a target candidate to be tracked included in the most recent input image. When the target candidate to be tracked is searched for, tracking of the target candidate is continued. Meanwhile, when the target candidate to be tracked is not searched for, the target candidate to be tracked is deleted from the target candidate. In this way, only the object stably tracked is left as a target candidate.
