PPROBLEM TO BE SOLVED: To provide a perimeter measuring apparatus which is inexpensive and is simple in structure, and to provide a perimeter measuring method using the perimeter measuring apparatus. PSOLUTION: A measure 40 is guided by a fifth guide 22 provided between a first guide 18 and a second guide 20 and guided in the order of a third guide 24 provided on the distal end of a first arm 28 provided swingably between the first guide and the fifth guide and a fourth guide 26 provided on the distal end of a second arm 30 provided swingably between the first guide 18 and a measure roll 16. The distal end 40A of the measure 40 is fixed to the fourth guide 26, and the distal end 40A is held by the fourth guide 26 until the perimeter measuring work of a person 50 be measured is ended. The measure 40 is formed of a cuttable material such as paper and scaled at every prescribed interval. Further, the measure 40 is provided with perforations 40C at every prescribed interval, and the distal end 40A formed by cutting at the perforation 40C is used as an origin in measurement.
