It states the execution form of this invention, concerning method and the system which make the uncertainty of the sending and receiving time stamp decrease which is formed by the NTP server. As for uncertainty of reception time stamp, the arrival packet, before being able to cause delay by passing various software layers inside the time stamp system, is removed by recording actual time of arrival inside the hardware clock of the NTP server. The uncertainty of transmission time stamp, it is removed by giving future time stamp to the dispatch packet making use of the estimator of the transmission waiting which is calculated by the waiting estimate filter. Consequently, recalculate and renews the estimator of transmission waiting making use of actual departure coming out time. This way, in a way which keeps the interaction compatibility of current NTP standard, it is possible to actualize the control where time stamp function is superior inside the existing NTP server.
