PROBLEM TO BE SOLVED: To provide antifouling coating composition that has reduced load on the environment, can form coated films with excellent antifouling properties and storage stability, and provide a method of safely and effectively producing the antifouling coating composition.;SOLUTION: The water-based antifouling coating composition includes at least (A) an aqueous emulsion of a plastic resin acid salt, (B) a synthetic resin emulsion, and (C) an antifouling agent.
