PROBLEM TO BE SOLVED: To provide a portable terminal network system using a portable terminal which can solve the problem that resources of a fixed base station are temporarily insufficient in the portable terminal network, and to provide a communicating method using the portable terminal network system and a program therefor.;SOLUTION: This fixed base station 80 has a simple base station function and searches a portable terminal 70 (a plurality of corresponding portable terminals) allowed to use the function. When the portable terminal 70 receives an instruction for using the simple base station function and other information from the fixed base station 80, the portable terminal 70 finds a portable terminal with which the portable terminal 70 can use a communication means 2 to have communication.
