PROBLEM TO BE SOLVED: To prevent illegal use due to the replacement of an on-vehicle unit with respect to an ETC vehicle using a payroad.;SOLUTION: This monitoring device of an illegal passing vehicle has: a base station antenna 101 for traveling object communication; a camera 104 for photographing the image of a passing vehicle; an image processor 103 for identifying the number plate and model information of the vehicle from the image photographed by the camera 104; and an antenna processor 100 for detecting the illegal passing vehicle from the vehicle data acquired by communicating with the vehicle through the base station antenna 101 and the mismatching of the number plate and model information of the vehicle identified by the image processor 103.;COPYRIGHT: (C)2009,JPO&INPIT
