PROBLEM TO BE SOLVED: To provide an apparatus using an optical waveguide having an accurate, non-complex structure and reducing the burden of positioning, an optical touch panel, and the like.;SOLUTION: An apparatus using an optical waveguide, an optical touch panel, an optical waveguide, a method of detecting objects in a detection area, and a method of manufacturing a two-layered optical waveguide structure are provided. The apparatus 10 using the optical waveguide includes an optical waveguide 30 having a plurality of outgoing optical waveguide elements and a plurality of incoming optical waveguide elements; a light source 20 connected to the optical waveguide; a light detector 15 connected to the optical waveguide; and a reflector 40 spaced from the optical waveguide for reflecting light emitted from the plurality of outgoing optical waveguide elements toward the incoming optical waveguide elements. The optical waveguide has a base, a first cladding layer, an incoming optical waveguide, outgoing optical waveguide elements, and a third cladding layer.
