PPROBLEM TO BE SOLVED: To provide an intake system structure for an engine capable of increasing the intake inertia effect in a wide operation condition of the engine, and an intake system control device and an intake system control method for an engine. PSOLUTION: This intake system structure for an engine incorporates an intake valve 15 for opening/closing an intake passage 13, an outer cylinder provided in the intake passage 13, includes an opening 22a on a cylindrical face 22b, and rotates in synchronization with the rotation of the engine, and an inner cylinder 23 concentric with the outer cylinder 22, includes an opening 23a on a cylindrical face 22b, and rotates in synchronization with the rotation of the engine. The structure also includes a rotary valve 20 for opening the intake passage 13 by the opening 22a of the outer cylinder 22, the opening 23a of the inner cylinder 23 and an opening 21a of a casing 21 overlapping with each other.
