PROBLEM TO BE SOLVED: To obtain a chemical for environmental pollution control allowing effective recycling of animal and plant debrises, coping with pollution of farmland, rivers and sea, and effective for treatment of dung and urine of livestock, and a production method therefor.;SOLUTION: This chemical is produced in processes wherein: plant and animal debrises, (garbage 120c, 122c, 123, 124c) are heated to a high temperature in a high temperature drying furnace 103 to carbonize it; the carbonized matter 200C formed in the carbonizing process is mixed with an acrylic water-soluble polymer material P; and the mixture formed in the mixing process is crushed to form powder 200.;COPYRIGHT: (C)2005,JPO&NCIPI
