PROBLEM TO BE SOLVED: To provide a load fluctuation predicting device capable of notifying in advance the start of fluctuation of load that can fluctuate irregularly.;SOLUTION: The load fluctuation predicting device predicts start of fluctuation of a load. It is provided with a discriminating part which discriminates whether the load information representing the state of load that is received corresponds to a load fluctuation start condition prepared in advance or not, and a generating part for generating the information representing that the load starts to fluctuate according to the load fluctuation start condition if the discriminating part judges that the load information corresponds to the load fluctuation condition.;COPYRIGHT: (C)2006,JPO&NCIPI
