PSOLUTION: An air conditioner deterioration decision unit 1 includes a power consumption retention section 11, a first change curve change rate calculator 12, a second change curve change rate calculator 13, a reference data set section 14, and a deterioration degree calculator 15. In regard to the first change curve, which is a change curve of a reference power consumption of the air conditioner obtained at each predetermined time, the first change curve change rate calculator 12 calculates the change rate between each of predetermined time points. In regard to the second change curve, which is a change curve of a power consumption of the air conditioner obtained at each predetermined time point, the second change curve change rate calculator 13 calculates the change rate between each of predetermined time points. Based on the change rate between the each of the predetermined time points, the reference data set section 14 obtains the first change curve having a difference from the second change curve within a predetermined range, and sets the reference power consumption having the first change curve as reference data. The deterioration degree calculator 15 calculates the degree of deterioration of the air conditioner based on the difference between the reference data and the decided power consumption.
