PROBLEM TO BE SOLVED: To provide a first ranking estimation apparatus capable of estimating a first ranking signal that is a minimum signal or a maximum signal among received signals in a short time, and to provide a decoder employing the same.;SOLUTION: A first conversion section 32 converts each of a plurality of input signals and generates a plurality of first conversion signals on the basis of a first conversion rule. A bit logic arithmetic section 34 applies logic arithmetic operations to the first conversion signals in the unit of a bit to produce a logic arithmetic signal.
