PPROBLEM TO BE SOLVED: To provide an interim assessment computing method, a final assessment computing method, a program and an early stage elderly person health-care system device coping with the revision of the law without making a major change to a system before the revision of the law. PSOLUTION: A special collection term rate and an usual term rate are acquired from a national health insurance device 2, and based on an increase/decrease updating flag of an interim assessment database 109, whether it is necessary to change a temporary collection amount. When it is necessary to change the temporary collection amount, the total amount of a special collection term rate of this term and an ordinary collection term rate of this term is set as a term rate for the next term to change the temporary collection amount, and when special collection condition information which is conditions on whether to be an object person for special collection acquired from the national health insurance device 2 or the like fulfills predetermined conditions, a special collection term rate is computed by dividing a national health insurance annual tax amount acquired from the national health insurance device 2, by a predetermined value.
