PPROBLEM TO BE SOLVED: To solve the following problem: a flow of a visual line following a path becomes unnatural by disagreement between an image direction and a direction of an arrangement point not to sufficiently obtain a sense of presence, dynamism, a realistic feeling or the like to be primarily expressed. PSOLUTION: This arrangement device for a layout element includes: a calculation part calculating angle deviation between a direction of the layout element and the direction of the arrangement point; a change part applying a change to a characteristic of the layout element concerned to difficulty of movement of a viewpoint along the direction of the arrangement point according to the calculated angle deviation; and an arrangement part arranging the layout element whose characteristic is changed to the arrangement point.
