PROBLEM TO BE SOLVED: To provide an extension destination radio control device, an extension source radio control device, a communication system, and a radio control method, capable of reducing the processing load while decreasing the memory capacity.;SOLUTION: A receiving portion 201 receives a channel addition request message containing surrounding cell information and a version number. A version management portion 202 judges whether a received version number at a transition destination cell matches with a version number stored in a memory 204 or not. When it is judged that the version numbers are not in agreement, a transmitting portion 203 transmits a response message containing surrounding cell information and a version number stored in the memory 204 to an RNC (Radio Network Controller) 100.
