PPROBLEM TO BE SOLVED: To provide a determination system of effective measure which reduces environment destruction and health damage accompanying industrial activity. PSOLUTION: This determination system of effective measure, operating on a computer, determines the adequacy through balance analysis of effect and cost of the measure in order to choose a measure for reducing damage when substance used in industrial activity brings environment pollution and health damage of people shows merit and demerit of the measure in a concrete numerical value forecasting them by science information and mathematical processing of statistics data, and determines the validity of the measure through cost-effectiveness analysis.
