PROBLEM TO BE SOLVED: To rapidly optimize the planning for tank charge and the controlling of raw material physical distribution.;SOLUTION: This tank preparation planning device is provided with a condition setting and inputting part 30 taking out a current physical distribution state and information, a process S201 for setting the information as input data, an initial value, and the like, a process S203 for extracting a storage tank below a supply level on the basis of the information and extracting a conveying passage layout pattern for this storage tank, a process S204 for constructing a total layout pattern from the obtained conveying passage, a process S205 for constructing mathematical models respectively represented by a linear expression and an integer constrained expression on the basis of the current physical distribution state and physical distribution restriction as to the total conveying passage layout pattern, a process S206 for optimizing the respective mathematical models on the basis of an evaluation function, and a process S208 for extracting a combination showing the best evaluation value among the optimization results and using it as a final result. In this way, tank charge order, tank charge starting/finishing time, the quantity of tank charging, a reclaimer operation starting/ finishing time, and the like can be optimally decided very easily.;COPYRIGHT: (C)2002,JPO
