PPROBLEM TO BE SOLVED: To provide a method for evaluating catalyst performance of a fuel cell which can evaluate the catalyst performance correctly without preparing a reference electrode in the fuel cell separately, and to provide an evaluation device using the same. PSOLUTION: The method for evaluating catalyst performance of a fuel cell, which performs power generation by carrying out the chemical reaction of hydrogen and oxygen includes: measuring the spontaneous potential of an electrode evaluated; acquiring a current voltage curve using an electrochemistry measuring method of a two-electrode type for a fuel cell having a catalyst diffusion layer containing an index substance; computing a transformation formula based on the measured spontaneous potential, the predetermined current/voltage characteristics of the index substance, and the current/voltage characteristic of the actually-measured index substance; converting the voltage value using the computed transformation formula to compensate the current voltage curve; and performing the evaluation of the catalyst performance of an electrode to be evaluated using the compensated current voltage curve.
