PPROBLEM TO BE SOLVED: To provide a powder filling method which makes a powder filling device constituted as simple, small-sized and low-cost equipment, enhances the accuracy and efficiency of powder filling operations, and increases the bulk density of the infilled powder by preventing the deformation of a powder container, even if the powder is infilled at high speed, the powder filling device for infilling the powder by the powder filling method, a powder filling container which is filled with the powder by the powder filling method, and an image forming apparatus. PSOLUTION: After the powder container 1 is expanded by expansion pressure (Ip-Op) which is generated by a pressure differential (Ip-Op) between internal pressure (Ip) in the powder container 1 and external pressure (Op), the inside of the powder container 1 is deaerated by using deaerating pressure (Vp), so that the powder (t) can be infilled into the powder container 1 from a powder supply means 2.
