PROBLEM TO BE SOLVED: To provide an optimum process controller easily implementing an optimum target value and an optimum operation quantity according to calculation of a practical approximate optimum solution.;SOLUTION: A process optimization part calculating an actuator optimum target value or optimum operation quantity includes a process simulation part for a process dynamic model and an optimum computing part performing optimization calculation. In the process simulation part, one or more operation quantity values for the actuator are generated within an operation range of the operation quantity to be inputted to the dynamic model for generating a convergent value of the dynamic model. In this way, an operable initial solution candidate satisfying a physical quantity conservation restriction of a restriction condition setting part is found, and from the candidates, an operable initial solution candidate satisfying all the restriction conditions set by the restriction condition setting part is used as an operable initial solution.
