Under existing of the plural transmission territories it executes by using movement acquisition of digital ground wave television program, combining with static topology information and the dynamic information inside the digital stream. Using the static topology of the transmission cell inside the geographical territory of specification, the transmission cell which the same digital ground wave broadcast (DTB) is the possibility of offering service and adjoins is identified. It was identified to acquire the dynamic PSI information regarding the frequency of specification inside the transmission cell which it adjoins, using this, when moving to another transmission cell from the transmission cell which has the portable video device, vis-a-vis the particular portable video device it transmits DTB service without the break.
