PROBLEM TO BE SOLVED: To efficiently plan a system switching procedure which is higher in supply reliability, in a power failure working plan.;SOLUTION: A computer memorizes in a memory a normal system showing each state of power equipment in a power system, which is caused to correspond to information specifying the power equipment to memorize in the memory reliability information to compute the supply reliability of the power system, then the computer receives designation of the power equipment subject to the power failure working, and generates systems in which the equipment subject to a power failure are probable to become a power failure state in the power system. For each such probable system, the supply reliability is computed, based on the state of the power equipment in the probable systems and the reliability information, and the power failure working plan is prepared by determining a working system, based on the supply reliability, then an operation sheet is prepared, based on the system being operated to shift to the working system from the normal system, to the working system from the working system, and to the normal system from the working system.;COPYRIGHT: (C)2006,JPO&NCIPI
