PPROBLEM TO BE SOLVED: To provide a ceiling radiative heating panel for improving heat radiating efficiency and contributing on energy-saving and health. PSOLUTION: The ceiling radiative heating panel includes a panel substrate 1, a thin film-like heating element 2 disposed on the panel substrate 1 and having electrodes 4, 5 formed by insulating coating of a heating element 3 with incombustible coatings 6, and an incombustible far infrared ray radiation film 7 disposed on the thin film-like heating element 2, the inside of a room is heated by radiation heat radiated through the inflammable far infrared ray radiation film 7 by energization for the thin film-like heating element 2.
