PROBLEM TO BE SOLVED: To provide an underwater transporting device and a transporting method of a pulling up target using the device, whereby a device cost and power cost can be reduced and excellent operability can be exhibited.;SOLUTION: This underwater transporting device comprises a flexible pressure-resistant bag body 3 suspended from a deck of a work ship 1 by a chain 2a, and the flexible pressure-resistant bag body 3 is in a shape of a hollow cylinder having at least one of caps. A suspender for suspending the pulling up target, an air supply hose 5 for sending air into the flexible pressure-resistant bag body 3, and a pressure adjusting valve 17 for adjusting a pressure difference between the inside and the outside of the flexible pressure-resistant bag body 3 are attached on the cap. Thereby, the flexible pressure-resistant bag body 3 is expanded by receiving air sent from the air supply hose 5, lifts up a heavy article connected to the cap which is the pulling up target 6 by its buoyancy, moves under the sea or water, and rises to the surface.;COPYRIGHT: (C)2004,JPO
