PPROBLEM TO BE SOLVED: To provide a device and a method for managing a delivery timing indication card that can precisely decide the delivery timing indication card is lost. PSOLUTION: A first-in first-out decision part 52 decides whether components are put in and out on a first-in first-out basis in the order of delivery according to the delivery time when the components are delivered and the consumption time when the components are consumed. A cycle loss detection processing part 54 detects a delivery timing indication card, corresponding to a non-first-in/first-out component decided not to be put in and out on the first-in first-out basis, being lost. A passing loss detection processing part 56 detects a delivery timing indication card, corresponding to a first-in first-out component decided to be put in and out on the first-in first-out basis, being lost.
