PROBLEM TO BE SOLVED: To prevent fraudulence of an electronic license plate being attached to a vehicle from being committed, and also, to perform a data communication with an apparatus on the road by another electronic license plate without abnormality which is attached to the same vehicle when the electronic license plate has abnormality.;SOLUTION: The electronic license plate having a possibility for fraudulence is detected by comparing and collating the information of the electronic license plates which are attached to the same vehicle, and by taking a considerable measure, fraudulence is prevented from occurring. Also, when abnormality is detected on the electronic license plate, the communication is performed by another electronic license plate which is attached to the same vehicle. Then, an external communication is made possible by the electronic license plate which is normal or can communicate, and the existence of abnormality on the electronic license plate can be reported to a vehicle owner through the apparatus on the road.;COPYRIGHT: (C)2005,JPO&NCIPI
