PROBLEM TO BE SOLVED: To evaluate an operation state at a low cost by using only an output of a sensor provided at a general vehicle of electronic control without using a special sensor.;SOLUTION: An acceleration and deceleration monitoring means formed by a main ECU 9 monitors acceleration and deceleration based on the time variation of an output of a vehicle speed sensor. The deceleration operation determination means formed of the ECU 9 detects a deceleration state based on measured deceleration and the variation of the same. The quality of deceleration operation is determined by comparing the detection result and a deceleration determination standard. The acceleration operation determination means formed by the ECU 9 detects an acceleration state based on measured acceleration and the variation of the same. The quality of acceleration operation is determined by comparing the detection result and a acceleration determination standard.
