PROBLEM TO BE SOLVED: To relate respective working ranges and to judge whether or not to work them by preparing working area information composed of the information including a working height, the working range and a working area and judging whether or not work the working range. ;SOLUTION: A CPU 1 executes control of preparing the working area information composed of the working height, the working range, the working area and the master/ slave relation information, the control of judging whether or not to work the working area, the control of judging whether or not to work the working range, the control of judging whether or not to work them in an order from the working range of the high working height and the control of judging 'not to work' the working range whose master/slave relation with the working range judged as 'not to be worked' is 'slave'.
